3 Can we use a strictly regulated civil service model or should we use more open models? - What about the training of key civil servants - can we use the ENA-model or should we use more open recruiting models? The civil service model is one of the key questions in reorganising the administrative machinery in transition countries. The Weberian ideal-model of neutral bureaucracy sets a clear solution concerning the status and position of the civil service (Ridley, 1995 and Aarrevaara, 2000). On the other hand, there are many functions in the public administration in which there is a need for wider flexibility than can be guaranteed by an absolute bureaucratic model of civil service.

I discuss this question in the light of my own personal experience in the project of the European Commission on strengthening Public Administration in the Russian Federation, which has been a truly international co-operation involving participants from Russia, the Netherlands, France, Italy, Germany and the UK, and also the international experience that I gained during my participation in the MBA programme in the Netherlands, the UK and the USA. These experiences helped me to understand the meaning of contacts between East and West, as also the consequences of misunderstandings in project terminology.

This always has been an official aim of the West. In reality, experiences of Western assistance after a decade have shown that the help given did not achieve its aims and has been fragmented and insufficient. In this chapter I discuss some of the reasons for dissatisfaction of both the assistance donors and recipients with regard to their expectations. Misunderstandings were created by a different interpretation of terms commonly used by the assisting agencies. I discuss this question in the light of my own personal experience in the project of the European Commission on strengthening Public Administration in the Russian Federation, which has been a truly international co-operation involving participants from Russia, the Netherlands, France, Italy, Germany and the UK, and also the international experience that I gained during my participation in the MBA programme in the Netherlands, the UK and the USA.
